Job Duties

These are the job duties required of the position.

Description of Job Duty

1. Serves as Certification Officer for ETSU, and is recognized by the Tennessee Department of Education Office of Educator Licensing as the contact for issues related to P-12 educator licensing and endorsement.
2. Acts as authorized signer of documents leading to educator licensure or endorsement for students in areas including P-12 teaching subjects, school service personnel (school counselor and social workers), school librarians, reading specialists, school speech/language pathologists, school administration, occupational instruction, endorsements added to existing licenses, and alternative licensure pathways.
3. Verifies program completion for students seeking to teach outside Tennessee.
4. Serves as primary consultant for post-baccalaureate students seeking options leading to initial license or add-on endorsement, requiring extensive knowledge of existing ETSU educator program and state licensure policy; supports graduate program recruitment.
5. Oversees the processing of educator license application documents for numerous students each academic year including identifying program completers and informing them of processes, following up with individuals, gathering documentation, accessing score reports, and using hard copy and electronic processes for keeping data.
6. Creates and maintains application transmittal log, scanned document records, and Excel spreadsheets for all licensure/endorsement students, including additional data about admission, licensure ID, test scores, GPA, program completion date, etc.
7. Enters Banner INB attributes for each completer, and sends confirmation emails to each applicant and follows up as needed.
8. Acts as Licensure Policy Consultant to various individuals and groups: Dean and Associate Deans of Education, Academic Advisors, Department Chairs, Residency/Field Placement Director, Program and Accreditation Coordinators, and other university offices.
9. Answers questions about licensure options and policy from partner school district administrators.
10. Answers questions from undergraduates regarding initial or future add-on options for teacher licensure; works with undergraduate advisors to help students reach their licensure goals.
11. Maintains school records required for state, federal, and accreditation reporting.
12. Analyzes student transcripts to determine allowable coursework and substitutions to meet licensure goals.
13. Serves as ex officio to Teacher Education Advisory Council; advises TEAC on licensure policy that may be affected by proposals under consideration.
14. Maintains knowledge of changing requirements and state teacher licensure policies.
15. Administers electronic files for all students admitted to COE graduate programs.
16. Administers electronic files for all educator program completers.
17. Answers and manages a large volume of email concerning licensure and related issues; corresponds with students, prospective students, college/university administrators, staff and faculty, as well as state licensure and local school officials, requiring excellent communication skills, attention to detail, research and analytical thinking.
18. Conducts statistical research queries; interrogation of databases to identify, analyze, and synthesize data required for federal and state reports including the Federal Higher Education Act Title II Annual Report; Teacher Preparation Report Card mandated by the State Board of Education; annual Education Preparation Program reporting required by Council for the Accreditation of Educator Preparation (CAEP).
19. Supports the Office of Institutional Effectiveness in analyzing student data required for Performance-Based Funding for Higher Education.

20. Supports the Office of Institutional Effectiveness in analyzing student data required for Southern Association of Colleges and Schools (SACS) reporting.
21. Oversees and maintains confidential records and data for all teacher education students in the College of Education.
22. Redacts data as needed to protect confidentiality of students.
23. Aggregates and disaggregates data for College of Education accreditation (CAEP) and university accreditation (SACS).
24. Contributes to the ongoing development and implementation of a quality assurance data system for teacher education programs within the Clemmer College of Education.
25. Maintains ongoing knowledge and awareness of changing accreditation policies, state and federal reporting guidelines/mandates for education preparation programs.
26. Collects and analyzes data to support program level accreditations including CACREP accreditation (Counseling), NAEYC accreditation (Early Childhood Education), DEC (Special Education) and ILA accreditation (Reading).
27. Collects data and inputs data on State and Federal reports including the annual TN State Educator Preparation Program Report Card Annual which are used to ‘rate’ the quality of ETSU teacher preparation programs federal reporting including the mandated Title II Higher Education Act annual report.
28. Researches, collects, compiles and manages data related to teacher licensure and other educator preparation programs that goes into various local, state, and federal reports; data collected and analyzed include: program admission test scores; admit/exit/major GPA; Praxis test scores; program completion/license recommendation dates; edTPA scores; licensure fields; and biographical data.
29. Analyzes student performance on required Praxis CORE and Praxis II exams.
30. Demonstrates knowledge of and experience with numerous accreditation body policies and the associated procedures for education preparation programs to obtain and maintain accreditation.
31. Assists in the development of pre-visit documents, charts, data sets for accreditation visits.
32. Supports members of the accreditation team.
33. Proofreads and assists to finalize accreditation reports.
34. Provides analytical data that focuses on test scores.
