Job Summary

Responsible to the Executive Director for creating and expanding outreach and prevention through coordination of testing and treatment services in northeast Tennessee; marketing of the extensive client services that are available through the Center of Excellence; and performing other related duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles, theories, and techniques of prevention and outreach to diverse populations.

Knowledge of public health principles related to infectious disease transmission, particularly HIV.

Knowledge of marketing principles.

Knowledge and sensitivity regarding cultural implications of stigma related to infection.

Ability to interface with clients and provide counseling services to optimize engagement.

Ability to supervise social service providers.

Ability to plan, develop, and implement long term goals.

Ability to effectively interact, establish rapport, and engage in positive therapeutic relationships with counseling clients.

Ability to collaborate with university and community agencies.

Ability to effectively use advertising and marketing strategies to promote programming and outreach goals.

Ability to travel to provide training, testing and outreach services.

Ability to effectively manage a budget.

Ability to maintain emotional stability under duress.

Required Qualifications

Master’s degree in marketing, business, public health, or social work and a bachelor’s degree in social work, and two years of counseling experience.

Job Duties

These are the job duties required of the position.

Description of Job Duty

1. Provides professional counseling, testing, and treatment referral services related to infectious diseases to the northeast Tennessee region.
2. Develops novel models for HIV/STD testing and treatment for the ETSU COE.
3. Markets the testing and treatment services for HIV and STDs to maximize client participation.
4. Assists the implementation and maintenance of an HIV prevention public relations campaign.
5. Participates in meetings, conferences, workshops, and seminars as requested by the COE.
6. Identifies and purchase educational materials.
7. Supervises nonprofit partners in prevention/outreach and coordinates services among the social and clinical providers in the community.
8. Develops and maintain educational initiatives, programs, and outreach events to support ETSU and the COE.
9. Provides administrative coordination of key university, local and state collaborative initiatives to support ETSU and the COE.
10. Keeps abreast of current trends with HIV infection on a local, regional, state, national, and global level.
11. Prepares and maintain accurate records/files on all educational programs.
12. Determines prevention programming effectiveness through the analysis of evaluation tools.
13. Networks with other community groups agencies.
14. Provides case management as required by the Executive Director of the COE.
