East Tennessee State University is located in Johnson City, which is part of the Tri-Cities Tennessee/Virginia region, and enrolls over 14,600 undergraduate and graduate students and employs 2,750 faculty and staff. With more than 150 academic programs, the campus is home to a major academic health sciences center as well as courses of study in the arts and sciences, business and technology, engineering, education and continuing studies and a robust Honors College. Founded in 1911 with a singular purpose to improve the quality of life of the people of this region, the university is nationally recognized for its work in rural medicine and primary care education, bluegrass and country music and for preparing elite athletes at the ETSU Olympic Training Site. Most recently, the institution has captured significant attention at the regional, state and national levels for its work to combat the opioid epidemic.


The Chief of Police position reports directly to the Vice President for Administration and will have direct managerial and supervisory responsibilities over all operational areas of the East Tennessee State University Department of Public Safety. The Chief of Police will manage a full service police department, the Universities extended campuses and will work collaboratively with campus leaders throughout the University, as well as with external local, and state law enforcement agencies to enhance public safety operations across the University and local community. The Chief will manage and prepare reports, documents and processes related to accreditation, compliance, strategic planning and budgetary responsibilities.

The successful candidate will be well-rounded with experience in a wide array of public safety functions, including the planning and management of police, traffic, sporting events and other safety and security activities. Additionally, the candidate must be able to demonstrate the ability to facilitate public safety services and functions for a large and diverse institution of higher education with a student body of approximately 14,600. The candidate must have familiarity with Federal and State laws applicable to campus public safety including but not limited to FERPA, the Clery Act, and Title IX laws and regulations. Related best practices will be critical to the success of this position. The successful candidate will have the ability to maintain cooperative and effective partnerships with both internal and external stakeholders and possess excellent communications skills, with the ability to relate easily and comfortably with widely diverse groups and individuals in a university environment.

Knowledge, Skills and Abilities

Knowledge of principles and practices of modern police administration. Knowledge of traffic control, safety and accident investigation. Knowledge of organization and operation as applied to field activity. Knowledge of criminal investigation. Knowledge of the use and maintenance of police records. Knowledge of university and state rules and regulations. Knowledge in the use of firearms and other specialized police equipment. Ability to communicate effectively. Ability to establish and maintain effective working relationships with law enforcement agencies, students, employees and the public.

Required Qualifications

The successful candidate must possess a bachelor’s degree from an accredited college or university and at least seven years of demonstrated leadership and supervisory experience in law enforcement, and preferably, in a higher education setting. A master’s degree and executive law enforcement training are preferred. The successful candidate will have a demonstrated and proven commitment to community policing with a focus on service; an understanding of student development and the needs of a complex, diverse campus community in an urban environment; experience with emergency preparedness and managing large scale events; demonstrated experience facilitating organizational change; and the knowledge of current best practices in higher education safety and security. A demonstrated record of leadership, strategic thinking, collaboration, and interpersonal skills are essential. The successful candidate must meet the minimum certification requirements set by the Tennessee Peace Officers Standards and Training Commission and be certified by the Commission within six months of employment.
