Job Summary

The Department of Health Services Management and Policy at the East Tennessee State University College of Public Health is recruiting a full-time Associate Director for Research and Data Management. The position is funded by a multi-year grant, and will be responsible for developing, managing, and supporting the data infrastructure for a large research and evaluation project focused on reducing unintended pregnancy and expanding access to reproductive health services. The Associate Director will work collaboratively with an interdisciplinary team of investigators, staff and research assistants.

This position will be responsible for maintaining effective communication with project leaders and key partners and will serve as the first point of contact for questions from the study sites regarding data elements for the population based outcomes and provider projects.

East Tennessee State University is a Doctoral Research Intensive university with more than 15,000 students. ETSU is located in the Johnson City metropolitan area, an economic and healthcare hub nestled in the Southern Appalachian Mountains. The region surrounding the university is home to beautiful rivers, mountain streams, State and National Parks, excellent public and private schools, and a wide variety of cultural offerings.

The Department of Health Services Management and Policy is one of five academic units in the CEPH-accredited College of Public Health. The College is home to a diverse range of graduate and undergraduate degree programs, research centers, and projects. Faculty enjoy collaborative relationships with four other health-related colleges within the University’s Academic Health Sciences Center, the Mountain Home VA Medical Center, and the region’s public health and health care systems.

Knowledge, Skills and Abilities

Direct the design, development, implementation and maintenance of a data infrastructure, including secure storage, across multiple projects.
Manage data acquisition, storage, cleaning, coding, and linkage of complex data across multiple projects; assure successful completion of all data management activities.
Create research databases across multiple projects; oversee effective and timely operation of research data systems.
Perform data extraction and reporting across multiple projects.
Conduct analysis of project data.
Collaborate with researchers in report generation for granting agency, as well as manuscript preparation for publication. Assist with report generation and presentation of findings.
Maintain effective communication with project leaders and key partners in other states, including state and local health departments, community health centers, and health care providers.
Interpret and apply research policies and procedures, and maintain compliance with University, state and federal policies and guidelines for data security and management.
Travel to and participate in on-site data collection sessions.
Ensure expenditures are within budgeted amounts.

Knowledge, Skills and Abilities:
Knowledge of quantitative research and evaluation methodologies for the social sciences.
Ability to use SAS, STATA, or R statistical software packages for data management and analysis.
Knowledge of relational database management systems and SQL language.
Knowledge of computers including word processing, presentation, data entry and analysis software.
Ability to comprehend and prepare complex data for analysis and reporting.
Knowledge of electronic health record software, statistical software, spreadsheet and word processing software.
Knowledge of technical writing, budgeting, and program evaluation.
Ability to work independently.
Ability to prepare manuscripts and evaluation reports for publication and dissemination.
Ability to coordinate multiple resources and tasks.

Required Qualifications

Master’s degree, preferably in Public Health/Social Sciences, statistics, or a related field; training in research methodology and statistical analysis.

Preferred Qualifications

Two to three years of experience in research project data management preferred; previous experience in a university environment preferred
